Bayside Public Pressure finally axes second mobile phone mast!

update:  Vodafone mast at Bayside Square was removed at 9am this morning after it lost its battle following discovery it had *NO* planning permission

Earlier this year Meteor’s attempts to site a mobile phone antenna at Bayside Square were stopped by prompt and vocal opposition from local residents. The application had attempted to claim exemption from planning permission, but this was refused by the Council following residents’ objections. The Council refused the exemption on the grounds that a childcare facility was operating from the same address.

During the campaign spearheaded by Socialist Party public representative in the area Brian Greene, it emerged that for a number of months a second Vodafone mast had been operating above the building at Bayside Square without the knowledge of most residents.

For almost four months we have had to push and encourage the Council to take action on this matter. Initially they indicated that this second mast did not have permission. Later they said that it had an exemption from years back and was not operating without permission! Now Fingal County Council’s Planning Department has finally informed us that Vodafone will be instructed to take the mast down.

The Socialist Party welcomes this decision as a vindication of the stance taken by the local community and as a tribute to all who played a part in keeping up the pressure. However there are many important lessons for the future which should not be forgotten.

This mast and many like it show that the community does not get sufficient input into the sensible siting of phone masts and that many breaches and irregularities are taking place without adequate control or action. That a mast can operate for almost 12 months with Site IDs and be advertised on the ComReg website while in breach of planning law shows the total lack of any proper enforcement and monitoring.

Phone users need signal, but it is very important that communities are protected by adherence to the precautionary approach of planning phone masts. The Bayside antenna had a Microlink Dish connected to a residential dwelling above the shops, disguised as a chimney flue to hide over 2000 micro watts per metre squared of elecromagnetic radiation. This is a disgrace and cannot be allowed to happen again.

Only community vigilance and public pressure insured that the mast at Bayside will now be removed. Our communities deserve regulations and enforcement that puts the health of residents above the convenience of the phone companies.

council still failing Baldoyle?

[update: May 11th ] Council do U-turn on the depot. Under pressure from the residents and club, the council has been forced to u-turn and grant Dubh Ghall a licence to use the depot building! GREAT NEWS. The local councillors met with the relevant departments prior to the very last meeting of this council (before the elections) and the councillors extracted this ‘concession’ from the council.  Questions that need to be asked: Why was this such a difficult task for the community, as it is WIN WIN for Baldoyle AND why did this not happen a year ago? The answer to both those questions is that for many years Baldoyle has for all intents and purposes has been without representation at council. Elect a Baldoyle councillor on June 5th by Electing Brian Greene to FCC.

Following the Socialist Party public meeting (30/04) to discuss the abandoned depot & Seagrange park, council officials met with Dubh Ghall reps at the site. Unfortunately the council departments have still failed to offer the use of the building to the club.

The bigger picture is the councils intent for the Brickfield lands under the review of the next development plan. We continue to work closely with the community thorough residents associations & sporting organisations to halt any plan to build on the flood plain at Seagrange / Parkvale.

The depot has been is use for 30+ years I lived in Parkvale for 12 of these years, and it really became an issue when the council stopped using the compound 12 months ago when they left the gates wide open for serious anti social behavior.

ABANDONED COUNCIL DEPOT: Seagrange Park

A SERIOUS PROBLEM

over the past 10 months the abandoned council depot at Seagrange Park has become more derelict, has experience increasing fly tipping and has now been raided by Gardaí with dogs looking for drugs. The perimeter wall has been broken and security compromised. What is surprising is that this is a Fingal County Council facility that has been left unattended and unlocked for the majority of the time.

We are seeing serious planned dereliction by the council, creating a security risk and a health hazard and an eye sore. Use of depot compound was promised to local GAA club Dubh Ghall as far back as last summer but provision of the site to the club has not materialised. The depot is on land which I am told is leased by the council and sits on an area of land that is zoned open space / recreational adjoining the Brickfield land and Seagrange Park that is prone to flooding and forms part of the flood plain.

Previous plans by the council and developers to rezone the land for development of high rise have be set back by the action of the community, local residents associations and the assistance of the Socialist Party Councillors and local rep. Brian Greene.

Their running down of this facility and the failure to date to see it put to better community use (which would help secure it) asks serious question for the councils intent for this area.

The Socialist Party is continuing to working with local sports associations and residents to put maximum pressure on Council and local Councillors to see that this depot is properly maintained cleaned & secured and put to better community use in keeping with its zoning.

Cash stolen in raid on Howth post office

[20/03/2009] Gardai are investigating a robbery at the post office in Howth, North Co Dublin, this morning. Two men entered the premises shortly before 10am and smashed the glass partition at the counter. They then escaped with an undisclosed sum of money.

The raiders were in their late teens and early 20s. Gardaí are appealing for anyone with any information to come forward.

And sometimes they meet in public. It just happens that they are meeting down the road from the Howth Post Office in the Marine Hotel Sutton on next Wednesday March 25th at 19:30pm.

3G plan mobile mast at Bayside Square

Following contacts from local residents, Malahide Howth local election candidate with the Socialist Party Brian Greene has learned that 3G Threefold has applied for an exemption from planning to erect mobile phone antenna on a building at Bayside Square Sutton.

“The fact that mobile phone companies continue to site masts beside residents is baffling. Attempts to engage communities in the process of mast locations has been met with a wall of silence from mobile phone companies and their agents. What residents and mobile phone users need is the sensible siting of masts where the community has input. The exemption route that mobile phone companies use excludes the community from the last line of defense by refusing an opportunity to inspect that plans adhere to the rigors of the planning laws.” according to Mr. Greene

Back in 2005 Mr.Greene led a successful campaign to remove mobile phone masts from beside the boys primary school in Baldoyle. “Today like in 2005 the ‘Precautionary Approach’ is what scientists and communities call for when considerations are being made about the location choice of mobile phone antenna.”

Communities are denied the planning process when these exemptions are applied. Exemptions were introduce by the Fianna Fail Government in 2001. There are very few criteria that do not allow for the exemption to succeed allowing companies to attach disguised antenna to an array of commercial & public buildings. However communities unhappy with the proximity of a mast can successfully protest and remove antenna as the 2005 Baldoyle case proved. “Residents need to be vigilant, masts are springing up at closer and closer centres as technology ‘improves’. Through people power the balance can shift and communities can halt the erections of unwanted masts in their areas.”

There is also word that Meteor are seeking an exemption to build a station at Portmarnock Sports and Leisure Centre. Baldoyle Against Radiation has worked with other campaign groups throughout Ireland following the landmark 2005 An Bord Pleanála decision. Brickfield plans halted (for now)

Socialist Party Update Brickfield plans halted (for now)

Following the successful public meeting of Save Our Park in mid July the following has transpired.

* Fingal County Council is (for now) not proceeding with plans to build 170 units on Brickfield.

* Na Dubh Ghall GAA have been given the permission they were seeking to site Dressing Room Containers on the site of the abandoned council depot beside the school.

* Following the recent flooding of the East Coast the Minister for the Environment has promised to bring forward legislation to prevent development on flood plains. Fingal County Council acknowledge that Seagrange Park including Brickfield is on a flood plain.

This is an excellent gain for the community. Its a win win situation for Baldoyle & Bayside. Na Dubh Ghall GAA get a permanent siting for changing rooms and the disused depot will get a community use that
will assist its security needs within the park. Its great to see one of Dublin’s fastest growing clubs finally get facilities so close to where the club holds its training sessions.

The Socialist Party welcome this move by Fingal County Council and also the news that the Malahide Howth Area Committee is not pursuing the proposed rezoning / housing development at the Brickfield site which is zoned open space. (Northside People 23rd July)

Community and sporting use of amenity lands must take precedence over infill development where according to CSO figures 46,000 houses remain unoccupied in the Dublin area.

Protection of the flood plain is paramount. The fact that building on flood plains has been common practice despite warnings shows that the planning laws serve the developers not the community. Vigilance is still required as this is not the first time we have had to deal with this issue nor may this be the last.
